Ok, so first here he is from Episode II-Attack of the Clones. Here he is from Episode III- Revenge of the Sith. Do you see how old he looks in Episode 2. Could be in Episode 2 they had a differnt idea in mind for his face by Jedi and then changed it by Revenge.. What do you think?

Palpatine was playing a role in Episode II. He was supposed to be the war weary, hard working, hoping for peace despite all odds Chancellor. In universe it wouldn't surprise me if Palpatine was actively using makeup or something similar to appear like the war had aged him. In Revenge of the Sith it went the opposite direction. He had to appear the strong, victorious leader. The man who could truly hold the galaxy together single-handed and never falter. Thus, cultivating a revival of his relative youth on a wave of victories and the like would definitely give people faith in his ability to do so. He needed that public support to make the transition from Republic to Empire work.
